OPERATION THOOFAN 2.0
Karumkulam Grama Panchayat
Operation Thoofan, The Narco Hunt
"Operation Thoofan: The Narco Hunt" is a new initiative launched by the Kerala Police to eradicate the roots of the drug mafia. The project is implemented jointly in cooperation with the departments of Education, Health, and Excise. The state-level inauguration of the project was performed by Chief Minister V. D. Satheesan on June 2, 2026, at a function held at Cotton Hill School, Thiruvananthapuram.
Through this project, the Kerala Police aim to take strict legal action against drug mafias and build a massive public defense with community participation. Designed for the digital age, this program is envisioned to counter the rapid spread of synthetic drugs. Alongside giving a stern warning of the law to drug syndicates, the mission also aims to ensure a complete sense of security for the general public.
To dismantle interstate drug syndicates, joint strategies will be planned in consultation with the police chiefs of other South Indian states. An extensive digital surveillance system consisting of apps and WhatsApp chatbots will be set up to share information regarding drug trafficking anonymously. The police will ensure full protection for informants providing confidential information.

Key Activities and Objectives:
- Ward-Level Thoofan Committees: In every ward of Karumkulam Grama Panchayat, 10-member 'Thoofan Committees' comprising elected representatives, Kudumbashree members, ASHA workers, Haritha Karma Sena members, and Residents' Association office-bearers are being formed to strengthen vigilance.
- Protection Focused on Educational Institutions: Special monitoring is arranged near schools and colleges under the Grama Panchayat jurisdiction to ensure that no sale or exchange of drugs takes place.
- Public Participation and Awareness: Awareness campaigns and special 'Thoofan Grama Sabhas' are organized by mobilizing the youth and the general public of the panchayat under the slogan "I am the Guardian of my Land."
